Our Team

Soreé Finley, Senior Attorney and Program Director  - Finley received her J.D. degree from Syracuse University School of Law, her B.A.in social work cum laude from Grambling State University and her M.S.W. in community organization from University of Michigan. Prior to attending law school, she was a social worker with Optimist Foster Family and Adoption Services. Before joining LSSP, Finley was a summer law student intern for Legal Services of Central New York and Community Legal Services (Calif.), a research assistant to the director for Children’s Rights and Family Law Clinic (NY), and a student attorney in the Community Development Law Clinic during her third year of law school. Finley joined LSSP November 2007.

Finley has always been interested in public service and has worked with nonprofits for the entirety of her professional career. She especially enjoys working with youth, in whom she invests most of her volunteer hours. In addition to being a member of Carolina’s Care Partnership’s board, she is also a mentor through the Big Brother/Big Sister program and a Girl Scout troop leader.

Arthur Bartlett, Senior Attorney  – Bartlett earned a B.A. degree in political science and history from the University of Vermont in 1994 and a J.D. degree from the University of Michigan Law School in 1997. Before joining LSSP in 2007, he worked in private law firms in Buffalo, New York, and Charlotte,North Carolina, specializing in ERISA and executive compensation. Bartlett manages the activities of Charlotte Center for Legal Advocacy’s Low-Income Taxpayer Clinic and Legal Services for the Elderly Project.

April Bourommavong, Paralegal Advocate  – Bourommavong earned a B.A. degree in sociology from the University of North Carolina at Chapel Hill. She handles the intake for both the N.C. Low-Income Taxpayer Clinic and Legal Services for the Elderly. Prior to joining the Advocacy Center in October 2023 as a NC Medicaid Ombudsman and then becoming a Health Insurance Navigator in January 2025, April volunteered at multiple naturalization workshops across the state to help community members apply for citizenship and assisted with voter outreach initiatives in immigrant communities.
